Grant of financial upgradation under ACP Scheme to Group B, C & D: CBEC delegates work to CCs

(TIOL) RECENTLY, the CBEC vide letter dated 23.12.2008 has delegated a significant part of its workload to Cadre Controlling Chief Commissioners / DGs. And this work is related to the grant of financial upgradation under the ACP Scheme to Group B officers. And this realisation dawned on the CBEC only when this issue was brought to its notice that the CBDT has done it long back. Secondly, even after this news came to its notice and it also discovered that the Finance Minister is not the appointing authority for Group B, C and D and the work can be handled at the CC-level itself, it made a reference to the DoP&T, ignoring the basic principle that a reference is to be made only when there are some grey areas. Given the fact that the FM is not the appointing authority, it was very simple and the Board could have taken the responsibilty to decide that let CCs handle this work, valuable time was lost to get a reply from DoP&T. Or, was it the work of the vested interests in Ad-II which was losing an interface with a vast audience which does not mind 'pampering' them. AD-II needs massive reform not only in terms of the work given to them but also the quality of personnel manning it as it has been a major source of corruption and will continue to be so as long as the status quo is maintained, and proper computerisation of their workload is not done. Anyway, the crux of the issue is that the CBEC should undertake a major review exercise to identify all that work which can be delegated to the CCs and Commissioners so that the benefits due to officers are given in time and efforts of the Board are spared for more productive policy-making domain. Let's hope this realisation dawns faster.
