Written reply in the Lok Sabha by DOPT Minister that full APAR ( ACR) after comments of Reporting and Reviewing Officers are being provided to the employee concern w.e.f.year 2008-09_

As per the Supreme Court judgement, the Central Government has decided to make the Annual Confidential Report communicated to the concerned employee. Earlier, as per prevailing practice, only adverse entries were to be communicated. As per instructions issued by the DOPT now w.e.f. financial year 2008-09 it has been made mandatory that the full APAR (earlier known as ACR) after the comments of Reporting and Reviewing Officers, will to be communicated to the employee concern and he will have the opportunity to make any representations to the entries within 15 days.

In the matter an un-stared question no.1835 was also raised in the Loksabha by respected MP’s Shri Sonawane Pratap Narayanrao & Shri Purnmasi Ram stating that even after making it mandatory to show ACRs, Government officers are not following these instructions and are submitting false certificates.

The Hon’ble Minister of State in the Ministry of Personnel, Public Grievances and Pensions Shri V.Narayanasamy in written reply to question in the Lok Sabha on 10.08.2011 informed that that instructions issued in this regard are being followed by the government departments and no instructions have been issued to merely show the APAR and obtain any certificate to this effect.
