Subject: Date of next increment in cases where Government servants are not able join posts in a particular grade pay on promotion/appointment on 1st of January of a year due to Sunday or Gazetted Holiday – Clarification regarding.

As per the provisions of Rule 10 of CCS (RP) Rules, 2008, w.e.f. 1.1.2006, in the case of all Central Government employees there is a uniform date of increment, i.e. 1st July of every year.
Government servants completing six months and above in the revised pay structure as on 1st of July are eligible to be granted the increment. From the above provision of CCS (RP) Rules it flows that Government servants who have rendered less than 6 months of service as on 1st of July of a year will not be eligible to draw increment on that day and their date of increment will fall 12 months later on the next 1st of July.
Accordingly, all the Government servants who join posts in a particular grade on account of promotion / appointment etc., on 1st of January of a year will be eligible to draw their annual increment on the 1st of July of that year. However, those who join the posts between 2nd January and 30th June, will not be eligible for the same. In the light of the above position, some administrative departments have sought clarification from this Department regarding date of next increment in cases where Government servants are not able join posts in a particular grade pay on promotion / appointment on 1st of January of a year due to 1st of January falling on a Sunday or Gazetted holiday.

In this connection, it is clarified that in the normal course, if a Government servant was to join post in a grade pay on appointment / promotion on 1st of January of the year happened to be a Sunday or Gazetted holiday, the Government servants who join posts on the 1st working day of the year will be treated to have completed 6 months of service on 1st of July of that year for the purpose of granting them annual increment on that day.

What about those who join the posts between 2nd January and 30th June? Whether they will not be eligible for the next increment from Ist July of the same year?

Example;- if an officer join his duty on 1st feb. have to wait for 17 month to get their 1st increment.

If I am right, this is an another example of “mis interpretation” of the issue by the highly qualified brains .

Matter is being taken up with Confederation of Central Employees.

what about grade pay of 5400/- to acp inspectors! they all will retire as inspectors! what is being done by cbec and other senior babus!shame ...........................................

dear office bearers and members please do something urgently on following issues-
1. grade pay of 5400/- to acp inspectors- what is the present position,what our associations n members all over india are doing on the issue!is there any chance of issue being settled in our favour soon!
2.what about promotions to inspectors rotting and stagnating in same grade since 1990-1991 !what is the status of chitra gourilal reoprt in the matter!
3.what is the status of grant of notional effect wef 1.1.96?
4. has the cadre of inspectors,its office bearers and members all become so spineless that no reaction to any cbec or govt.injustice ever comes !when was the last time we demonstrated together or went on strike for fullfillment of our just and basic demands!

Dear Friends, In the matter of grade pay of Rs.5400, it was decided by the Association to adopt a twin pronged strategy and accordingly we have represented the board for a review of the instructions which is pending.

Simultaneously, we have filed an OA 151/2009 in CAT (Ernakulam Bench) through Mr. Ashok Narayanan the recently promoted Superintendent. The case came up for admission on 6th March 2009. The Tribunal has also stayed the recovery of the higher amount already sanctioned.

Copy of OA ia available with us, we may discuss the matter to file OA in Jaipur CAT also.
