 LOK SABHA Question for WRITTEN ANSWERS on April 23, 2010

Central Board of Excise and Customs-4665. SHRI MANISH TIWARI:

ANSWER by  MINISTER OF STATE IN THE MINISTRY OF FINANCE(S.S. PALANIMANICKAM)

(a) In Central Board of Excise and Customs (CBEC), the first promotion from the Inspector grade to Superintendent level is under the purview of the respective Chief Commissioners of the zone as the cadre controlling authority. While the actual length of service before first promotion varies zone-wise, in most zones, the Inspectors get their first promotion well before putting in 30-35 years of service. Moreover, 50% of the posts of Assistant Commissioner, which is the second promotion level for Inspector, are filled up by promotion from Superintendent level.

(b) No, Sir. It is not certain that all Inspectors in Central Board of Direct Taxes (CBDT) get 3-4 promotions in their service career. The exact length of service prior to first promotion depends upon availability of vacancy, suitability of candidates and passing of the departmental examinations; and the time frame differs from region to region.

(c) The promotions of Inspectors in CBEC and CBDT are governed by the respective recruitment rules in these organisations, service conditions and availability of posts for promotion and thus no question of discrimination may arise.

(d) Yes Sir.

(e) High Powered Committee recommendations related to restructuring and upgradation for posts of Superintendents, Central Excise and Superintendents, Customs (Preventive), which form one set of input for the ongoing cadre review exercise.

(f) Creation of more divisions and reorganisation is a continuous iterative process. Presently, it forms a part of the ongoing cadre review exercise.

cbec honchos r spineless n shameless.WAT IS THE POINT IN giving above useless ,false,fabricated ,misleading answer to the parliament
dont they know-
1. inspectors of 1990 batch in cbdt are deputy commissioners /few still A.C,
2.INSPECTORS of 2001 batch are ITO's.
3.watch this-some Inspectors of 1990 batch still waiting for first promotion in rajasthan. wat a shame!
our lives wasted by ridiculous govt. policies,just imagine wat happens if ur 1990 batch AC is still ac( they will commit sucide out of social stigma)
just imagine our plight,
4.on the other hand 1988-90 irs are commissiones!1996 additional commissioner!
irs becomes commissioner in 20 yrs,addll commissioners 14 years !
we r rotting as mere inspectors after putting in 20 yrs of service!
wat can b more painful ,frustrating!
5. our shameless leaders ,associations simply sitting as onlokkers!
6. jus c wat motorman in mumbai did---
y cant we fight for our rights?
7.GP 5400/- to ACP insp. still pending (MCK)
WAT IS STATUS OF 151/2009 AT CAT ERNAKULUM NO BODY KNOWS AND NO 1 IS BOTHERED!
all our acs wen we joined as insp. are know commissioner !
hum insaan nahi hain kya!
dis is nothing but gross injustice and extreme exploitation!
WE WANT JUSTICE FROM SHAMELESS CBEC!
OUR ADDLL OF 1990-91-92 ARE NOW PROUD CC,MEMBERS IN CBEC ! WE R NOT PROUD OF THEM...

only terrorist,maosit or leaders like mr. bainsla ( who can create law n order problem) are heard in this country!
continuing wid d legacy of british raj our bureaucrates jus keep sleeping over d issue till it becomes law n order problem or threatens their gaddi(seat)
then then can always invent means to any problem/issue------

The member who asked question is happy with the answar because he was not paid for question. How can you expect from your leaders. Probably with great struggle our comrades might have managed to take the issue to LS. What is the use. As long as we are not united nothing is going to come. Beside some of the our comrades are trying to split our association instead of supporting for their selfish goals.

y our association is mum over the issue GP 5400/- to ACP Insp.,questions about present status of 151/2009 cat ernakulum never answered!
dear lekhraj,com. kousik and arun pls through some light on likely implementation of restructuring(2011--?)
also wat about promotions to insp wid 15 yrs service !
jpr stagnating since 1991 still surviving!

there must be a general policy for promotion or 10 years senior inpspector may be promoted.

what comment can be provided to such a shame less answer to the parliment question. The beaurocrats again tried to mislead the Hon'ble Parlmentarian with such a bookish answer. it reminds me the time and again the English Tele serial "Yes Minister" where the smart beaurocrat always befooled the Minister with his smart tricks and sucessful to even complete the work against the wishes of the Minister. I can just Say"Jago parlimentarian jago or in beaurocrat ka chungul sa desh Ko Bachao". to my fellow cadre man I can just Say "Be united if u want something"
