Dear friends,
In view of CBEC DO F.No.A.35017/02/2008-Ad.IIIB, dated 31st October, 2008, suggestions on the existing Transfer Policy were invited vide CCO letter C.No. II-3(18) CCO/JZ/ET/2008 dated 12.11.2008 for issuing a comprehensive transfer policy .
Views/suggestions were called from the members of Association vide circular dated 15.11.2008 and after careful consideration of the same, including suggestions received from Barmer division for reduction of tenure from 2 to 1 year, in meeting of office bearers held on 20.11.2008, certain points were submitted by this Association vide letter CCEEOA/JPR/ Policy/2008/ Dated 20.11.2008 with a request to include the same in the existing Transfer policy.
Further in the meeting dated 05.02.2009 a draft policy incorporating all the suggestions duly signed by all the staff Associations was submitted to the administration.
The matter of tenure in customs was also discussed with the Commissioner of Customs on 12.02.2009 and it was pointed out that proposed allocation of staff to Customs for three years at a stretch would not be feasible without breaching the existing policy of station tenure, rotation from sensitive to non-sensitive posts and non-rotation from border to border stations since the Administration has not spelt out how the Inspectors would be rotated during the "tenure-period". It was also apprehended that an officer would have to face at least three transfers / shifting in a span of four years which is bound to have an adverse effect on his family life and children's education. On the same day a detailed comparative chart showing data of staff availability in customs as well as requirement of staff for border was also submitted to the Commissioner of customs who assured that a decision will be taken after consulting the modalities regarding feasibility of the proposal. It was also submitted that Gujarat pattern of allocation to customs for four years may not be viable in Rajasthan in view of factors such as greater number of border preventive posts/ non-sensitive posts in customs, both customs and central excise formations working at some stations and the station tenure policy.
Ultimately the transfer policy has been finalised by the Hon’ble Chief Commissioner on 17.02.2009. Letter for calling for the options from the effected members has been issued by the administration; members may submit their options as early as possible, so as to reach by 2nd March, 2009.
Though a new document on transfer policy has been issued on 17.02.2009 in view of CBEC’s directions but it would be pertinent to mention that it is the already existing policy which has incorporated in itself a few new point of staff welfare. This Association had given these suggestions from time to time and the same have now been considered favourably by the administration. The matter of reducing the tenure of posting at Jaisalmer and Barmer to one year was raised with the administration during the past few years and the administration has finally taken a favourable decision for staff welfare. Similarly, the matter of reducing the tenure of Central Excise divisions at Bhiwadi, Bhilwara, Sikar and Chittorgarh to three years was also raised by this Association in the year 2007 and the same has finally been considered favourably.

Singh, Joint Commissioner, Cadre Control for favourably considering the points submitted by the Association, while finalising the Transfer and Posting Policy.
However, no guidelines for deputation posting/ deputation policy as suggested under Para (1) of Association’s letter CCEEOA/JPR/ Policy/2008/ dated 20.11.2008 has been incorporated in the general transfer policy and therefore, there is lack of uniformity in the matter of considering officers for deputations. We are requesting the administration that a deputation policy/ consolidated guidelines for deputation posting should be framed/issued and made part of the general transfer policy so that all eligible and willing officers may be considered for deputation. This will enable uniform exposure to deputation postings to maximum number of willing officers.
