Consequent upon declarations of the results of election of AICEIA Rajasthan Circle by the Election Officers, following office bearers designate;-

4. Shri S.K.Bhagat Dy. General Secretary and
5. Shri Shyam Sundar Sharma Finance Secretary

Newly elected office bearers of All India Central Excise Inspectors Association, Rajasthan Circle shall be deemed to have assumed office w.e.f 15th December, 2009.

The newly elected Finance Secretary may work out the modalities of taking over the charge of the Association accounts/bank Accounts from the incumbent /outgoing Finance Secretary Shri Arvind Sharma.

On behalf of the outgoing body, I thank the members and the administrations for their co-operation and sincerely hope that the new body of office bearers shall continue to receive similar co-operation in their endeavour to pursue the welfare of the cadre. I also extend best wishes and good luck to the newly elected body and to the esteemed members.

Though, all the newly elected Office Bearers are well qualified and experienced gentlemen of repute and may not need any help to manage the affairs of the Association yet, I will always be ready to impart necessary assistance and guidance to them because while playing a bigger role at the national level as a Vice President of All India Association, it will be my duty to also work in the interest of my parent cadre.

After a period of 10 days, assuming the charge, no agenda has been declared by new team. even no letter of thanks? wat about fixation under 7450?

Dear Colleagues,
I am of view that there may be no hesitation to post comments/complaints by name (in place of Anonymous) on the blog to awake the new team of the Association.

Being a self-active member of the Association, on the basis of old laison & with moral support of Jt.Secy (NZ)of AICEIA, I am trying by best efforts on the issue like- fixation under 7450 on 1.1.06, Cadre restructuring etc.
I am in contact on telephone,e-mail & sms with most of the office bearers of AICEIA and of many Circles like- Delhi, Chandigarh, Gujrat, Patna, Bhuvneshwar, Daman, Noida, Trichy. On my appeal they are convinced and ready for persuasive action together under AICEIA. I am also trying to constitute a Coordinating Committee in North Zone to handle/persue the above issues properly/timely.

On the other hand, it is a matter of sorrow that despite of my several telephone, e-mail, sms there is no action or response from Comrade Shri Sudhir Tiwari, GS. A question must be answered & non-answer is admission of in-ability.
Further it is also a material fact that on being asked, a fair letter on the issue of fixation under 7450 was e-mailed to him on 24.12.2009 for immediate issuance, but fate of the said letter is not known till date. There are news that Mr Tiwari, GS is busy in his personal matters & he can'nt spare time of personal life for the Association activities.

Friends,
During Election I appealed/requested to streghtn the Association, but lack of awareness in most of the colleagues is still observing, which is a main reason for above-mentioned attitude of the GS. Will the Association members tolrate continously such attitude from their responsible, elected & judicious GS ?
Though GS is the chief executive, but other office bearers are also equal responsible for inactivity on burning issues of common interest.

I will continue on my moral duty looking into the GREAT love, affection & support received in the Election 2009. I again request all of you to make the Association a strong plateform to make sincere efforts in the right direction.

Lot of thnx to Mr BL Meena, Inspr for his efforts & activities to create awareness in Inspectors of Raj, even after loosing seat of GS by only 8 votes. As per our information everyone is receivising creative SMSs from Mr Meena in common interest during the last 15 days, but no response or reply received from Mr Tiwari, GS in his defence. We are also witnesses that Mr Tiwari, GS not attending the cellphone.

In our opinion there may be no place for any of the persons holding charge of the Association, if he can'nt spare time for Association activities or reply to the questions, if any, raised by the members.

In the recent election both candidates were equal capable for the post of GS, but weitage was given to Mr Tiwari on a/c of his personality, command in english language, with hope of better/transpuart/impartial work on the key post.

Now it is moral responsibility of the supporters of Shri Tiwari to prove the above qualities of Shri Tiwari on the platform of the Association, otherwise it will be treated as disregard of mandate against Mr BL Meena (a truely worker). The issues of cadre restructuring & fixation of pay under scale of Rs.7450/- are of great importance & may be taken up withour further loss of time in common interest.

It is true that majority of Inspectors having a little hope only from Mr. Tiwari, GS becoz persons holding charge of President is wearing inherited 'CHADDAR' & is well wisher of a particular well known group. The other persons in the Association are to be prove their abilities, failing which they will be treated not more than parasites.

We hope that our GS will learn from Mr Meena in positive sense & activate all the Inspectors to stregthen the Association for fruitful result of cadre restructuring.

I am again in view of by name comments and advise the commentators to refrain from commens on personal matter or to use words like- parasite, inherited chadar etc. The blog being seen by colleagues at national level & using such type cheap worlds will show adverse image.
As regards matter of election 2009, I would like to clarify that during my Rajasthan jonrney Shri Tiwari was treated only a good man & good player, but there was a question mark (?) about his working on plateform of the Association due to his poor performance during the last 3 year's tenure in the Association.

I have no hesitation to accept mandate of the colleagues, but responsibilities are with Shri Tiwari,GS to try to remove the said mark of question (?)

I committed to contribute my best co-operation in commen interest of the Association members.
Will the GS speak on charge of in-activeness?

IT IS VERY SORRY TO SEE SUCH TYPE OF COMMENTS. I THINK THERE IS NO DOUBT ABOUT THE CAPABILITY OF MR. B. L. MEENA BUT ON THE OTHER SIDE HE SHOULD BE REFRAIN FROM DOING SUCH TYPE OF THINGS BECAUSE NO MORE TIME HAS BEEN PASSED ATLEAST HE HAS TO WAIT FOR THREE MONTHS. HE SHOULD RESPECT THE ELECTION RESULT AND IT IS FACT THAT HE HAS LOST THE ELECTION AND NOW NO ONE CAN QUESTION THE SAME. IT WILL BE BETTER TO DO SOME POSITIVE WORK TO BECOME UNITE INSTEAD OF QUARELL WITH EACH OTHER. I HOPE MR. MEENA WILL NOT ACT IN SUCH MANNER SO OTHER CAN SAY IT KHISIYANI BILLI KHAMBA NOCHE. Jaate huye saal ke Ram Ram aur naye saal ki Subhkamnaye.
Thanks to you for realising my capability, but it is sorrow to note that you have not realised the gravity of the issues raised by me in my SMSs & posts on blog.
Pl note that the issue of Rs. 7450 and Cadre Restructuring are of the great importance for all the Inspectors cadre and in my opinion it is the prime time for'do-or-die' homework and
efforts to remove prevailing stagnation.
Your opinion for waiting 3 months for watching the result is not correct because after lapse of the prime period your words "KHISIYANI BILLI KHAMBA NOCHE" will automatically applicable for all Inspectors of Raj Circles, not alone for you.
I hope you will press upon the new team of the Association, especially on the GS for common interest rather than to try to blame/discourage me.

The blog created by me has already been handed over to comrade Tiwari after issuance the last circular dated 14.12.2009. Now,mr. tiwari is authorised to post news on the blog or update the blog.Although, I will always be ready to impart necessary assistance and guidance to them in any matter as already stated in the circular.So far as capibilities of new GS is concern,I am fully agree that comrade tiwari is capable to work in transparent/impartial manner.

Members requested to post their suggestions by name and not to blame/criticize any one.They can post good suggestions in the interest of cadre.

Good opposition should be heartly welcome and Sh. Meena has every right to oppose the thing not only because of the fact that he looses the election but due to member of association. However, things should be in constructive manner and criticism should not be because you want to oppose only. So not only be positive but be polite also.
Further,this blog should not be used for reproducing the news which are already on AICEIA web page rather it should be on issues which association are taking of had taken with the federation and local administration for benefits of its member. This blogs should reflect the efforts of the association and not of federation which are available elsewhere also. There are number of issue for new association including some which are given below;
1. Superintendent's post in Munbao
2. Working atmosphere of Service Tax range/ division
3. Superintendent's post at Airport
4. shifting of inspector from branches having less work or meant for superintendent only to the audit branch / service tax range/division
5. though these days hq'r ambience appears to be good but inner shell of hq'r where staff work should also be equally looked for proper space etc.
6. allotment of govt. accomdation on basic pay basis as was earlier instead of grade pay;
7. efforts for new posts of inspector/ superintendent
8. Grade pay issue
9. Proper parking facility for four wheeler at HQ'r
There may be number of other issue also which may be in the mind of other members.
It may be ensure that a united ruiling association and united opposition both are good for its member but fight should be for noble cause and for betterment only.

It is very goood thing that suggestions are being received either by SMSs of Mr. BL Meena Inspr or through comments from other Inspector to do someting for betterment of our cadre.

The new team of association not trying to prove his existence which is not a good thing.
Therefore it is for Mr. R.S. Sogan Inspr, who sacrificed his personal assessts for victory of his friend Mr. Sudhir Tiwari ignoring all advise/direction of Panch-Patels of a particular group.

After loosing the election Mr. BL Meena representing himself as winner candidate and well wisher of Inspr cadre of promotees raising issue for fixation under 7450 whereas our GS Mr Tiwari is silent & doing nothing to close mouth of Shri BL Meena.

However many employees of our department are blaming Mr Sogan as JAICHAND stating that "......Sogan gharwalon ka nahi huwa to dusaro ka kaya hoga".
Gentleman Sogan; do not worry or bother about these old tradations as we are with you and there are so many examples of intercaste relation.

Mr Sogan please keep it up and activate Mr Tiwari, GS to do better efforts in matter of working condition and cadre restructuring for bright future of our cadre.

My dear New Adiwasiji,
Thanks to you as bacause of your insistance, today I peeped into our blogspot. What surprises me is the cadre restructuring plans appearing on our blog are same old dishes in a new plate which are going to help a little in betterment of work culture or the morale of the cadre. Renaming the posts without a logical enhancement in there numbers and without future prospects will only deepen the despair in our lives and would ulimately affect the quality. It is realty high time we sit together and find out ways to enforce our plans and demands for respectfull living n future whatever is left with us.

It is also nice to find Mr. Ravi Malik and Mr. Anonymous on the blog which is an assurance that we would never be short of new ideas. Wish us luck.

1.our present leaders are yet to thank us all even after over three weeks of election results!
2. they hav not even cared to wish a customery N.Y.Greetings!
3. I learnt few days back dat our colleagues posted at jaipur airport are yet to get their initial uniform allowance and it is already 6-7 months dey joined dere! wat a shame as our G.S. too is posted dere!
4.in our sister agency ie Income tax jpr inspectors of 1994 batch(gen.) are already AC and 2001 batch are ITO!
5.WAT happens to GP 5400/- TO our ACP inspector!Dear mr. LR meena always said ''ho jayega!'' kab it is a mystery!
6.wat we r doing for acute stagnation in our cadre!
7. dear, GS-SUDHIR T.,PRESIDENT -vINAY A,GPG and other office bearers pls dont waste precious time of members and association! we had trust in you and ur capabilities!DO NOT LET US DOWN! DO SOMETHING SUBSTANTIAL TO JUSTIFY UR REPUTATION!
8. Also ensure AGT is fair n on time this year so friends posted at Border do not suffer!

CEC meeting was successfully organised between the unwanted claping and objection of comrade BL Meena. Abhay has raised the voice for Rajasthan. The stress was given on stagnation and notional benefits. It was surprise that there was almost nil gathering of the local members. Only the office bearers were present and other were enjoying at home, though they will come forward with the greater voice during the coming season of transfer. Do not u think, they take kumbhkarni nidra and wake up only during the season of transfer only or to cricitised the office bearer. They missed a chance to criticied national office bearer by keeping mum and absent.

UPDATE GIVEN ON HYDERABAD CUSTOMS

All the comrades are eagerly waiting for the information on Grade Pay of 5400/- to ACP Inspectors, Cadre Review and Promotions.On the basis of information available through AICEIA sources it is learnt that:
CADRE REVIEW:- The Office Bearers of our All India Association have met the officials of Board and Revenue Secretary and discussed the issue. The Board has agreed to look into the matter of restructuring the cadre on the basis of No. of Assessees instead of Revenue collected. This will deffinetely improve the situation and we are likely to get more posts.
Promotions:- The AICEIA has represented to the Board that all the Insopectors must be promoted to Supdts. on par with the Preventive Officers who got their promotions upto 1997 batch. It is understood that the Board has agreed to promote upto 1994 but,our Association has insisted for 1997 batch on par with Preventive Officers. Again there is going to be a meeting with Board on 3rd & 4th of March where all the matters are taken up again.
Grade Pay of 5400/-:- It is learnt that the DOPT has returned our file to Board stating that since ACP is a NFGP and hence another NFG pay in the form of 5400/- G>P can not be grantyed to Inspector who got ACP.
The Association has asked the Board to take up the issue again basing on the Grade pay of 5400/- granted to Medical Dept. as well as ONGC officers.

Comrades are requested to post their views in the form of coments to this post if any other department has been given NFG scale of 5400/-.

Dear comrades
There should be a single line demand on the issue of cadre restructuring:-
"REMOVE DISPARITY IN PROMOTION IN ALL INDIA COMMISSIONERATES"
In orther words - all Inspectors who joining date is prior/equal to the last promoted Superintendet/Appraiser from cadre of Inspector/Examiner/PO should be promoted in
the cadre of Superintendent without loss of time.
We must work together on this demand on do-or-die basis in common interest.
